Chapter 9 Tier 3 Interventions Some cases of school refusal behavior are marked by severe, chronic, and complicated absenteeism. These are called “Tier 3” cases. These students have often exceeded the legal limit for truancy, such as more than ten absences in a semester; display sporadic class attendance even if they do go to school; and/or frequently leave school prematurely. Attendance problems in these cases have generally lasted for months and possibly years.
